why doesnt he just form his own congress out of his white house staff, have them write up some legislation that he wants, and then vote on it nice and unanimously?
It''d have the same effect as hes been doing since he got elected the first time.

He''s sidestepped congress, and their ''checks an balances'' since he got there, and Rove, Cheney and the gang have been orchestrating their agendas with impugnity from day one.
