That was a double entendre for "in the bag":

1 SURE, CERTAIN ("her nomination was in the bag"; also, assured of a successful conclusion; sewn up ("We have the game in the bag")

2 slang, DRUNK.

Can someone go get their 7 year old child and have them explain to this witless chuckle head that Mexico isn't from the South. They are not part of the USA. The independent country of Mexico is South of the USA. It did not move at any time but was originally from the south. A country isn't "FROM" anywhere. Land does not jump around. It wasn't down by Peru but decided to move north a few years back.
Canada is "from" the North, but it moved to Southern Cali when it got sick of the Canadian WInters.
People, this is what homeschooling will get you.
