Ohhhh. I get it. Clinton tried one way (containment, limited strikes, sanctions and diplomacy and now Bush is trying the other-----and he is following the old adage: If at first you don't succeed, blame everyone else and try try again or at least until everyone gets sick of your halfazz, incompetent efforts.
