I believe you may be right about new people being brought in, so that they can plead ignorance. I'm not so sure about the "inner circle%u201D not having to testify. If impeach begins, all are susceptible to being summoned to court.

This looks more like circling the wagons blended with rearranging the deck chairs on the Titanic.

This might be a good thing. McConnell is a smart guy.

Unfortunately, many of the people he will be working with in the Administration's "inner circle" lean more towards cunning than smart; cunning enough to single-mindedly promote the Party "vision", but not smart enough to know when that "vision" is bounded by the walls of a tunnel.

Heads Up! Bush is bringing in new people so they can truly say they did not know about the crooked dealings at the start of the war. He is also moving most of his people inside his executive branch to stop them from having to testify before congress, enabling him to stone wall
