So the Justice Department, who does not know if water-boarding is torture, and the CIA, who tortured on video-tape and then destroyed the evidence, are jointly going to investigate whether any wrong-doing occurred. I have the feeling - I wonder why - that although the investigation does not start till Monday, the final report has already been written.
