It seems like good business. Even though 99.9% of the world would label them as criminals, they are in a way keeping the honor system: they honor people who believe in them. Not to say that this shouldn''t be stopped immediately, but what it''s clear is that poverty gets very creative. Since poverty is the number one problem in the world (I think more important than getting health care), giving people not just the opportunity to get out of poverty, but giving people the means to actually get out of poverty, would solve this problem and the world would be a much nicer place.
