Then, why push the envelope with Russia? President Bush knew Moscow would not like missile-defense systems in Eastern Europe. Or, Bush was again dumb about it?

You obviously do not know what the meaning of "cold war" is. Also, president Bush is acting only what information is being given him by his staff, as he has since he was elected by the american people. When you point a finger at someone you have three pointing back.
