Decided in an orderly way? Looks like Moscow ignored that message and decided to militarize the area, turn it into a war zone! Why all the fire power if it will be decided in an orderly way? I think the military hardware sends a clear message about an increasingly aggressive Russian posture and intentions on the World stage.
