Firstly, they forgot to consult anyone in Pakistan.
Does this mean all other nations including China are permitted to send troops to the US because there were once terrorists on 9/11 ?
Secondly, when they say they can "deploy U.S. troops", since when did the U.S. have enough troops to deploy anywhere? The Bomb-RunAway-Hide US military is only capable of bombing and killing little children, not fighting on the ground. When they do fight on the ground, they leave the job unfinished as in Korea, or surrender as in Viet Nam.

Not that I think we should be in Pakistan, but it looks to me like if it was my country and was being over taken by rats, and my own resources could not get rid of them, I''d certainly be on the phone with a rat killer for help!
