What's the difference in having a guard with night vision binoculars up in a tower and drones. The guard can peek into people houses and survey civilians if he is so inclined I say use the technology we have. I think a resolution to restrict these to a narrow band around our borders would keep drones from spying on you in Nebraska. I'll bet the Army is already flying them over populated areas for testing. The only real problem is keeping them away from other aircraft.

Maybe in your world a camels nose enters your tent, but guess what...anyone can find out anything they want to about you already. The camels nose, toes and nuts are sitting on your couch, so how does that make you feel. If you have something to hide, then my guess is not very good.

hey, if you have a battery-operated wireless camera, some chips and dip you could basically surveil anyone within 300 feet radius. Or if need be, bolt it to an r/c helicopter and go vertical.
