Hypothetical question. What the police department will say if or when one of the winners of the raffles shoots a policeman with a gun they raffled off?
Answer: The concept of giving away guns based on luck is a really bad idea. They'd be better off raffling off a gift certificate to a home supply store or a motorcycle accessory or just about anything other than a gun.
What if they were raffling off a car and the winner uses it to run over a cop when he's drunk and trying get away or uses it during an armed robbery and runs into a police car during the getaway and kills the officers inside? I'm sure they are not going to give the gun to a criminal without a background check. So much for your hypothetical dumb question.
