Homeowners need to be proactive. They could mulch and water their foundation plantings. Trees could be planted that prove shade and reduce urban heating.
However, we all have been slow to adjust to the effects of climate change. We keep slipping toward a new expected normal. The world keeps pumping CO2 into the air, the future doesn't look like the past.
So we have to change our thinking about costs to our lives. Higher costs now for changing our energy production to renewable energy, conservation, urban tree planting, and higher automotive standards will translate into lower expenses in the future. Lower agriculture production, higher natural disaster repair costs, expanded areas of diseases, and lower quality of living are costs we will bear later if we don't make the investments now.

There is no hope of change with the Republican deniers.

Most of these problems in my opinion stem from the crummy cheapo construction practices for homes.

In a typical commercial building they smooth and compact the ground, then lay rerod down, then drains, then pour a nice thick slab. The construction happens on top of that. settlement isn't generally a problem because the slab prevents it.

Residential saves a few bucks by not doing this, and then look what happens.

Wrong. Your attitude is just as much a part of the problem. All anyone ever does is blame the other side for everything that has gone wrong. The real problem (not only in our government but across the USA) is a complete lack of respect for an opposing viewpoint. That is what leads to Filibuster, endless arguing and a complete lack of meaningful progress. People are never going to agree, so it's how we handle disagreement and work though it that determines our fate. On that front, we have all failed.

Anyone ever notice how often articles like this state "not covered by insurance?" It seems to me that more things are not covered by insurance than things that are covered by insurance. Are homeowners supposed to get separate policies for every eventuality under the sun just so that they can insure their homes against tragedy? Ya know, it's not as if the homeowner was neglectful.

How about the fact that most homeowner policies do not cover tornados. You must purchase a separate policy to cover those. I think that is ridiculous. It's an insurance racket...........you must buy uninsured/underinsured motorists coverage to cover those who don't have auto insurance. And even if you have health insurance......you most often need a supplemental policy to cover the things your health insurance policy doesn't cover (as in AFLAC). And think of all the seniors who need to buy supplemental policies to cover what medicare insurance doesn't cover. It's a racket out there in America. No other nation has to deal with all this kind of c.rap.
