- I submit for the above reasons a significant increase in the use of criminal procedures and the replacement of war/warrior designations with criminal designations would positively impact both of the above issues reducing terrorist recruiting and uniting world opinion and increasing international cooperation to restrain terrorist activities.

We prefer to aid the terrorist recruiting by allowing them to appear as freedom-fighters expelling an invader in a war instead of being common criminals.
The military in general (excluding military police) are trained to take and hold ground and not gather and maintain evidence for criminal prosecutions. Hence all the problems politically, legally and internationally resulting from the military tribunals in Gitmo.
I submit for the above reasons a significant increase in the use of criminal procedures and the replacement of war/warrior designations with criminal designations would positively impact both of the above issues reducing terrorist recruiting and uniting world opinion and increasing international cooperation to restrain terrorist activities. - Reply to this comment
