I doubt the guy is starving like Jean Valjean (Les Miserables) who was imprisoned for stealing a loaf of bread. He''s probably feeding a drug habit, otherwise he could go through proper channels to obtain the assistance he needs for food, clothing, shelter, legal medications, counseling, cell phone, cable TV, and all the other "necessities" our society now believes are his "rights".
