- Detroit, Baltimore, New Orleans and other "Chocolate Cities" are paradigmatic of Huntington''s example of countries without the economic, political and institutional structures to smooth out the poor state of these cities. And just like those lost countries, leadership either mismanages, steals or though stupidity just plain don''t know what they''re doing.
The new black politician, in the mold of the philosophy of F. Douglas, WEB Dubois and BT Washington and the admonishsions Carter G. - "Chocolate City" is merely an evident, socio-demographic fact and that''s all it is. But the term is "Black Elite" speak for the sole purpose of gaining and maintaining power.
Nagin, James, Kilpatrick and others use these codes as a fear tactic toward unsuspecting citizens that only want to live peacably; just like everyone else.

- Bully, you have a point, though what was left leave much to be desired. Still, that doesn''t excuse the poor stewardship by those like Mssr Kilpatrick and Newark''s Sharpe James.
Two cities right now have the "New" ideal prototypes in place. Cory Booker, of Newark, NJ and A. Fenty of Washington, DC. Both are Post-movement, younger Afro-Americans ready to move past the "victim" ideology and simply make a new way for poor cities by making the citizens themselves accountable as well.
In DC, Adrian Fenty''s School chancellor has fired useless teachers and principles, and has backed her every step of the way. These firings has caused some to cry racism, but the Mayor has stuck to his guns and the people has, fo far, given him the room to continue.
After two attempts, Cory Booker finally beat and gotten rid of the most corrupt politician in New Jersey, and that''s saying a h*ll of alot. On like dumb a** Kwame, He thinks before he says something and has done well dealing with one of the east coast most dangerous cities, garnering black, white an latino support in trying to fix that terribly neglected city.

See, that''s the thing about these guys. They did something wrong, but after the free pass Clinton got what''s so bad.
Then he has to start WORKING HIS WAY UP the bad-guy ladder by deception of court - now bail jumping, He doesn''t now when to quit.
Once I was in a juvenile corrections facility. A kid was there for gambling. While he was there, HE GOT CAUGHT GAMBLING AGAIN. OK, the first time was a kid getting in trouble. The second time was JUST STOOPID. And the adults at the facility say they see it all the time. WHATEVER HE''S THERE FOR, HE STARTS DOING IT SOME MORE IN THE CORRECTIONS FACILITY.
It''s like challenging authority. Yah, take a minor offense and ESCALATE IT TO A CONFRONTATION WITH AUTHORITY.
