Before you all keep blaming the government, let me refresh your memories. Every cardholder gets a monthly statement. That statement is supposed to be reviewed by a different individual (who ultimately shares responsibility for the uses or mis-uses of the card) for accuracy and legality. Here''s what I posted earlier:

"And every single one of those mis-used cards was used by a cardholder who''''s monthly expenditure sheet HAD to be reviewed, as required by law, by a person placed in charge of card-holders.

I had to vet cardholder statements while I was on active duty, so I know the drill. Anything bought had to be signed-off and approved by at least one individual.

So, if these people were getting away with it, then their statement reviewers are the ones to also take the blame."

This is only the latest revelation of scandal against the public trust by the dying Bush regime.

By now, it should be clear the same lack of integrity that pervades the ranks of Bush appointees at FEMA, FDA, FAA, and other agencies is the true Bush legacy-- which Bush leaves for others to clean up.

I wonder if there''s a way those techies can write up a program to cross-check charges with the yellow pages, so that nail salons, dating services, clothing stores, etc all get red-flagged automatically (?)

If RepubliCONS REALLY stand for cutting back on government spending, the GAO is one agency even they ought to agree ought to be expanded. It ought to pay for itself . . .

It never ceases to amaze me how greedy and corrupt things really are. We are loooong overdue to right this ship before it sinks. But look at the options we''re given for leadership. We need to "Clean House" now!

I agree with TheGateway1, the chain of command must review each employee or soldiers under their command and for every purchase made on that card in his name. I just think the main stream media is taking a shotgun approach on this news article. If it was this bad, there would have been red flags up everywhere along time ago !!!

No wonder the economy is so messed-up with no system of check and balance or accountability to any official office. This administration is like the mental patients in charge of the hospital staff. Why doesn''t Congress take the lead and actually charge the mental midget with one of his many impeachable offenses and get the ball rolling? No matter if it gets knocked down- just do it again.

TheGateway1,

Unfortunately, with the push to reduce overhead costs, often reviewers are physically unable to verify each and every charge and must resort to a sampling of charges and simply sign off on the rest. I do agree with you in that all purchases should be reviewed.
