Terrorist attacks in America (Oklahoma City, 9/11) are launched by small groups of terrorists.

How is the war in the Middle East possibly guaranteeing that 10 or 12 terrorists (from Saudi Arabia, say) couldn"t find their way to Mexico and slip across the border ?
