Despite the fact that all torture leaves a person broken in body and mind, including continually drowning and resuscitating them (water boarding), let''s assume what you just said was true.

If i were a betting man, I would bet that a "controlled drowning" or three would leave you emotionally scarred, and if your former vocation had anything to do with water, you might suffer some changes in your ability to work, for the rest of your life.

Torture leaves a person broken in body and in mind and ruined for life. Waterboarding does none of those things. It is a phsychological effect that leaves the person fully capable of performing every feat and skill whether mental or physical tha they were capable of performing before.
Then, there is the part about the Times of London scooping the American papers.
