He ought to be at work trying to pass laws specifically prohibiting harsh interrogation techniques, instead of bloviating about baseball bats. An intent to cause grievous bodily harm is not necessarily present in waterboarding, so it ought to be be banned (if that is Congress'' position) along with head-slapping and sleep-deprivation whether they are torture or not, whether they are cruel or not.
