So, who decides beforehand how mature someone is, or do we wait for a crime/felony to be committed before establishing their maturity? That''s the idea behind having laws, to set guidelines.

But, if you think a 13 year old without parental supervision is mature, you must be very forgiving of all those murdering gang members around the country who have no fathers or no mother or either, and no parental guidance. They must be very mature.
