The Authorization for Use of Military Force Against Iraq Resolution of 2002 (Public law 107-243, 116 Stat. 1497-1502) was a law passed by the United States Congress authorizing what was soon to become the Iraq War. The authorization was sought by President George W. Bush. Introduced as H.J.Res. 114, it passed the House on October 10 by a vote of 296-133, and by the Senate on October 11 by a vote of 77-23. It was signed into law by President Bush on October 16, 2002.

The "No-Fly Zones" in Iraq were unilaterally imposed on Iraq by the US and UK and had no basis in any agreement or law. During that period, US war-planes routinely bombed Iraqi sites, including civilian infrastructure, another war crime.
No US planes were even hit during this period, so this could hardly be considered much of a threat. If Saddam declared "No-Fly Zones" in the US, and Iraqi jets were flying around US air space and dropping bombs, you can be sure that the US would fire back, and justifiably.
You are incorrect that the UN authorized the "use of force" in order to compel Saddam to comply with inspections. The US failed to push through any such actionable UN Resolution.
Furthermore, prior to the illegal invasion, UN weapons inspectors were on the ground in Iraq and begging for more time to complete their work. The Bush regime ignored those requests, and as we now know, they were determined to invade Iraq no matter what.
The Bush regime fools said that they "knew" the location of the WMD. They failed to provide this information to the UN weapons inspectors despite their requests. We now know that this information was not supplied because it did not exist. - Reply to this comment
