I am going to assume you were still in diapers in 1992. Otherwise, you would be aware that the Clinton balanced budget was the result of an agreement between Clinton and Greenspan.
Greenspan promised low interest rates in exchange for reduced deficits--resulting in the longest and biggest 10 year economic boom in world history.
