Ireland is rather a unique case, don''t you think? Their cost of living was not as high as ours to start with, and they have the GREAT advantage of being close to the major markets.
Our closest trading partners - Canada and Mexico - do not have the population, in the case of the former, or the money, in the case of the latter, to give us the consumption demand that Ireland can access with relatively low shipping costs.
Me, I still think that we should just deport the corporations AND their managers AND their owners and/or major shareholders to the countries where they ship our jobs whenever the retail value of what they ship back to the U.S. exceeds the retail value of what they produce in the U.S.
Sort of a "So you hold profit to be more valuable than patriotism? Then scr#w you - GET OUT. Somebody else will be along to make the good or provide the service that you do." approach.
