MONTGOMERY, Ala. (CBS/AP) - An Alabama abortion clinic is on probation after an undercover video caught a staffer saying the clinic sometimes "bends the rules" in helping a minor get an abortion without parental consent.

Photo: Lila Rose, president of pro-life group "Live Action."

In the video, created by anti-abortion group "Live Action," the organization's president, Lila Rose, posed as a 14-year-old girl impregnated by her 31-year-old boyfriend. She told employees at the Birmingham Planned Parenthood that she needed to have a secret abortion.

At first the Planned Parenthood staffer tried to help her find someone who could give consent, but eventually said the clinic sometimes "bends the rules" and a manager would need to make the call.

Video: "Live Action" undercover video.

Alabama law requires minors to have signed consent from a parent or legal guardian to have an abortion.

But state health officials found that nine minors, ages 13-15, had received abortions at the Birmingham Planned Parenthood without proper verification of consent since November 2008.

They also cited problems with the reporting of suspected sexual abuse. One of the 13-year-olds who received an abortion said she starting having sex at age 12. She was back at the clinic for another abortion four months later.

The clinic is on probation for one year, which means it is subject to increased inspections and the health department can revoke its license if problems are not corrected.

Alabama Planned Parenthood spokeswoman Felicia Brown-Williams said the group has already given the state a plan to correct the violations.

Rose said she applauds the state's efforts but feels the one-year probation is too lenient.

It is Wrong to have an abortion at anytime. It is a human being who is murdered.a Human being is a humanbeing at the first instance of Conception. no one but God has the right to take a life of another human being no matter how old they are. wetherThey are in the womb or not. baby's have a soul and have the right to life as God intended it to be. It is sick and sad that we have 13 years olds, who are having sex and than abortion. they have not only destroyed a life of another human being but it has been proven that they ruin theirown bodies physically as well. and also hurt there souls and it is avery serious offense against God. it is murder.Children need to be instructed in how to be responsible and not have sex until they are Married. We need to start teaching our children to have good morals.Society must change and return to God and His commandments. It is very sick sad that planned parent is committing these atrocities. unborn children have the right to live.for pro-choice people How would you like it if your life was inncoently taken painfully without being able to defend yourselves. just like these little ones who have their life taken. Think about it.

If this were any privately owned doctors office doing the same illegal things, I would think that they would have been shut down automatically...and the medical board would probably be looking at the licensing of the physicians who preformed the procedures, but this only got a year of probation to fix the problems? Don't they mean a year to cover thier tracks better?

An abortion clinic is a business of death. Let's not pretend they are there to help women. The more babies they kill in the womb the more money they make. That's why some of them will kill a baby through the ninth month and if a baby survives the abortion they let it die. How anyone could do this day in and day out is beyond my understanding. Do you know what they see? Little arms, legs, and heads in bloody pieces!
How they have turned their hearts to stone.

I'm not an abortion fan, but I do support choice. But that 13 year old that went in for an abortion and returned 4 months later for another is just wrong.

For a person of certain age especially minors and circumstances that require special attention I think abortion should be perfectly legal.

A doctor who suspects a child is being abused is required in most states, including Alabama to REPORT it to the authorities. Not only have they failed to do so, they also took the cash from someone and provided this child to abortion with NO parental involvement, and apparently she is also not doing anything other than abortion to prevent getting pregnant since she was that way again four months later. A 13 year old who gets pregnant is usually either troubled, or they are in trouble of some kind, so to allow that to happen without anyone knowing is unforgiveable and I hope that the parents have now been clued in, if the parents are not the ones doing the abuse in the first place. I also hope that CHILD who was being encouraged to make ADULT decisions was given the care and counsel that she desperately needed.

I'm glad that Planned Parenthood is finally being exposed on CBS. These videos from Lila Rose are several years old - and people who watch conservative news have known about them for a long time. There is a whole lot of news that liberals never find out about.

Maybe the State can help them correct their problem by having specific information about the patient filed in a government database. By doing this, the punishment could be harder for lying instead of continuing to operate with the "fear" of extra inspections. What???? What would extra inspections do? Our lawmakers made that decision, didn't they.
