Three charged after video showed New Jersey teen strip naked, whipped repeatedly

(CBS/AP) NEWARK, N.J. - A New Jersey mayor scheduled a news conference Wednesday to discuss the investigation of a video that showed a naked teenager being whipped repeatedly because of his father's debt.
Newark Mayor Cory Booker will be joined by Police Director Samuel DeMaio and Police Chief Sheilah Coley to talk about the video, which shows the teen being forced to strip naked before he was verbally abused, splashed with water and whipped with a belt ,allegedly because his father owed someone $20.
A high-ranking law enforcement source told The Star-Ledger of Newark that a 19-year-old was charged in connection with the incident. The alleged cameraman and a third person who was allegedly present were also arrested.
It's not clear when the video, which was posted on YouTube, was made. The video drew more than 40,000 views before YouTube removed it from its website because of its policy on "shocking and disgusting" content, the newspaper reported.
The police director called the video sickening.
