Handcuffed teen, Lamon Khiry Haslip, shot and killed by police in southern California

Police in a neighborhood in Moreno Valley, Calif, near where they say they shot and killed a handcuffed 18-year-old who was armed with a handgun, Friday, Dec. 28, 2012.

(CBS) - An 18-year-old California man was shot dead by police last week while he was handcuffed and on the ground. Police say he was carrying a loaded handgun.

According to a statement issued by the Riverside County Sheriff's Department, officers responded to a "gang-related 'man with a gun'" call in Moreno Valley at 8:38 p.m. on Friday, Dec. 28.

Once there, the statement says, witnesses told the first officer on the scene that the men brandishing weapons had left in a car, but as the officer was taking suspect descriptions, the car drove by and "a male exited the vehicle and attempted to flee on foot."

The officer then apprehended the man on the ground and handcuffed him, according to the statement.

The sheriff's statement continues: "As this was occurring, an additional officer arrived on scene and observed the subject roll onto his side. The initial officer backed away from the subject and announced that the subject had a gun, at which time an officer involved shooting occurred."

The deceased has been identified as Lamon Khiry Haslip, 18, of Ontario, Calif.

The officer who shot Haslip has been placed on administrative duty. The Los Angeles Times reports that it is unclear whether the first or second officer on the scene fired at Haslip.

Another straight up murder at the hands of the other Gang in LA, the LA cops..

The family of the decreased will get MILLIONS from the city, the PD dept and also the family of the cop who FOR no reason shot and murdered a handcuffed suspect.; Reply to this comment


by ralphing January 2, 2013 8:59 PM EST: Pretty sure normal procedure is to frisk a person before cuffing them, or immediately afterwards. Dirty cops will just use the excuse they didn't find a gun. Not sure how a cuffed suspect could aim a gun at an officer though.; Reply to this comment

No one has the right to execute any hand cuffed person. this officer acted as a judge,jury and executioner. If theofficers were doing there jobs rather than cry gang member, then this victim would had been in jail instead of dead. Shame on Riverside County Sheriffs! the department has dramatically changed since 2007. I am not an advocate for crime! but will defend OUR LAWS that are to protect all and not just some Cop.; Reply to this comment

No one has the right to execute any hand cuffed person. this officer acted as a judge,jury and executioner. If theofficers were doing there jobs rather than cry gang member, then this victim would had been in jail instead of dead. I know CBS is in the entertainment business, not the business of pure journalism, but if everyone wants the world to be a better place, let's all stop trying to provoke anger unnecessarily. The original headline for this story, "Handcuffed teen... shot and killed by police in southern California" brings up images of a poor little defenseless thirteen year old schoolboy tragically shot by the violence-prone police. (I say 'original' because I hope it gets changed.)

Even though the headline says nothing technically untrue, it seems designed to elicit an angry response from the reader. An equally not-untrue headline could have been, "Handcuffed but allegedly armed adult in gang-related incident shot and killed by police." Words may not kill but word designed to incite anger can cause people to respond irresponsibly. At the very least, when everyone is still shocked, saddened and frustrated by the violence in our world, we don't need news organizations adding to the stress through sensationalism just to stir up interest (and advertising dollars).

by ttipbc January 2, 2013 2:39 PM EST: Exactly - he was an 18 year old adult, not a 13 year old youth - so I agree the headline should not say "teen" even though it is technically correct. We do not yet know all the details of what happened - the shooting may have been justified or it may not. We'll have to wait & see.
