NEW YORK (CBS) Phillip Garrido, the alleged kidnapper of Jaycee Lee Dugard, apologized "to every human being for what has taken place," in a letter to NBC affiliate KCRA in Sacramento, Calif.

Garrido and his wife Nancy have been charged with kidnapping 11-year-old Dugard in 1991 and holding her hostage for 18 years. Phillip Garrido also allegedly raped Dugard and fathered two daughters with his victim.

"People all over the world are hearing testimony that, through the spirit of Christ, a mental process took place ending a sexual problem believed to be impossible," KCRA states Garrido wrote in his letter.

Garrido's public defender says the letter shows her client's "genuine remorse" for his alleged crimes, according to a phone interview with KCRA.

"He would like people to consider the fact that he's a changed man and his story is best told all at one time, instead of in pieces," attorney Susan Gellman told the station.

She also noted that her client may not be competent to stand trial, according to the interview.

"He presents obvious issues concerning whether or not he is competent to be a defendant, and we are looking into that," Gellman told reporters.

The Garridos remain in custody in Placerville, Calif., as they face a combined 29 charges, including kidnapping and rape, to which they have pleaded not guilty.

There is only one way to handle it: size down the sex offender registry to only individuals who have gone through risk assesment to see if they are deemed dangerous, by a panel of psychologists/socioligists etc. Then if the judge agrees, put them on the list. Everyone else should perhaps be in a profile somewhere, yet not on a public access site. The registry is blotted, defeated its own purpose and is merley a scarlett letter to hang on people. It makes posturing politicans look good, gives the media fodder for sensationalized sex scandal stories yet tradgically provides cover and camoflague for real predators ,who hide in the registry amongst an ocean of statutory, sexting, consensual and other non sense, non violent cases.

No one cares,no one has the courage to make a public statement, and the killing will continue as the real predators have the same police monitoring as a teenage statutory case,. I should know,as you all know my husband is on the registry for dating me when i was underage.Fine, yet I am 27 years old now,the police still come over to check up on Mark and we have 2 children together, Then they go down the street and check up on a predator who had sex with an infant. Pretty ridiculous, even the cops often comment on how ridiculous this registry is. Thats what we all get for not getting involved in the laws being passed in this country!!!!!!!.mrs kristin perk

How come they find Jesus only after they're caught?

It is a fact that he states remorse (after talking to his lawyer), but when first arrested, I believe he was defiant. He made statements to the effect that he did nothing wrong.

His lawyer hints at next playing the mental card. He was functioning just fine until caught. He maintained a home. Shopped. And supported a "family." He can sit in a court. It's not as mentally challenging as going around looking for and kidnapping defenseless victims.

While white collar criminals are usually treated differently from blue collar criminals in our unjust judicial system, it would be nice to see Phillip Garrido bunk with Bernie Madoff!

He's so sorry he never released her, but tortured her for 18 years. What a steaming pile. No appeals should be allowed after sentencing. We taxpayers should refuse payment for such continuous abuse. If the courts grant an appeal, the judge should serve the time right along with 'im. Enough is enough. No tax money for prisons, let them ROT. Money is for education.

Held in Placerville. That has me laughing, as Placerville was originally known as "Hangtown" as that is how justice was served there, frequently. There's a monument to the hanging tree, as I recall, down in the historic district.
