- Ron Paul actually has a better chance at having a plurality of the delegates in at least 5 states than Gingrich does, and thus Paul would be eligible for the first vote at the national convention. Ron Paul might get the most delegates in Iowa, Maine, Nevada, Minnesota, Missouri, and possibly some others depending on state rules and how the county and state conventions go.
