On his ninety-eight day in office, President Obama said he planned a major investment to spur scientific innovation.

"We will devote more than 3 percent of our GDP to research and development," the president said, adding, "we will not just meet but we will exceed the level achieved at the height of the space race."

The president also addressed the swine flu outbreak, saying it is "obviously a cause for concern … but it is not a cause for alarm." Mr. Obama said he is "closely monitoring" the situation.
