Perry says he "felt great" in speech mocked as "goofy"

Updated: 5:25 p.m. ET

Texas Governor Rick Perry on Tuesday sought to downplay interest in a speech he gave Friday that has since gone viral, telling reporters in Iowa that he "felt good" when he spoke and that he "felt the message got across very well."

"This was a great crowd, good response, and I guess you can do anything you want with a video and make it look any way you want, but I felt good, felt great, I felt the message got across very well," Perry said.

The video (below), which has garnered more than half a million views on YouTube in just a few days, depicts portions of a speech Perry gave to the Cornerstone Action Dinner in Manchester, New Hampshire Friday night. Perry's demeanor in the speech - he was animated and at times even giggly - has led some people to question the Texas Governor's state of mind during the remarks.

Mark Miner, a spokesman for the candidate, told CBS News Political Hotsheet that "I think what a lot of people are looking at is a sliced-together interview that does not capture the whole speech."

Still, Miner said, Perry's delivery did not represent a departure for the candidate.

"He was very passionate," Miner said. "Governor Perry's someone who speaks passionately and talks enthusiastically about issues."

He added: "He's very animated when he talks. I'm sure you'll see more of that."

Nevertheless, some have wondered at the tone of Perry's remarks, which were described in other publications as "incoherent," "giddy" and "goofy".

As video of the event shows, Perry spoke excitedly about the World Series, took sarcastic swipes at fellow GOP contender Herman Cain, and extolled New Hampshire's state motto, exclaiming "You gotta love that, right?"

"This is such a cool state," said Perry. "I mean, come on, 'Live free or die'? You gotta love that, right? I come from a state where they had this little place called the Alamo, and they declared 'Victory or death.' You know, we're kinda into those slogans, man, it's like 'Live free or die,' 'Victory or death,' bring it!"

One GOP operative told Business Insider he thought the remarks were "strange and peculiar," while another apparently questioned whether or not Perry had been on medication while delivering them.

Comedy Central's Jon Stewart, meanwhile, was bolder in his speculation:

"Best case scenario, that dude's hammered," Stewart said in his Monday night show. "Worst case scenario, that is Perry sober and every time we've seen him previously, he's been hammered."

Ken Herman, a columnist for the Austin Statesman who has known Perry since 1985, said he thought the governor's behavior was "different" than in previous speeches, if not entirely unpredictable -- particularly given recent criticism of Perry's debate performances as stiff.

"He does at times tend to in speeches overdo it to some extent - sometimes it's appropriate for the room, sometimes it's not," Herman told CBSNews.com. "He just gets in this mode that I think is supposed to be country folksy."

"This was a little extra special, but not having been in the room I don't feel qualified to say if it was perfectly appropriate for the room," he added.

Miner, however, brushed off the idea that anything was amiss.

"He was having fun with the crowd," Miner said. "He's very animated when he talks. I'm sure you'll see more of that."

Looks to me like he may have had a smoke break before the speech with Cain's Chief of Staff Mark Block. Need to investigate what kind of "cigarettes" Block smokes.

Hmmm... As someone who is a big fan of John Stewart, and not the biggest fan of Perry, I think the segment was really unfair. To me, Perry comes across as very likable, and he gets all of his points across well. The audience certainly responded positively.

"GOOFY" is as accurate a description of out Texas governor as ever utttered. What is worse, Perry is an extremeist religious nut.

@aldane2010...

A) What did Obama lie about? I'm not disagreeing with you, I', just curious about your claim. He said he would pass health reform, and he did. He said he would bail out the auto industry, and he did, and the American auto companies are now thriving, which means he saved hundreds-of-thousands of jobs, if not millions. He said he would not take away your guns, and he has honored that promise. His only laws considering gun control have been to WEAKEN government control on firearms. He said he would aggressively pursue Osama Bin Laden, and he found and killed him. He said he would pull out of Iraq and Afghanistan, and he has begun that process as well. So what did he lie about?
B) Bush caused the most division of the American public since Lincoln, waging class warfare against the poor, supporting anti-homosexual sentiment, declaring two simultaneous wars, one of which was completely without merit.
C) Please consider your own obvious bias before speaking in public. You look remarkably ignorant when you fail to do so.

Hey Rick, Remember what happened to Governor George Wallace when he started spouting off. He lived through it and saw the error of his ways. Will you???? Time for you to retire, be quiet, go home, look busy and do NOTHING. It's what your good at.

I am from NH, and personally, the "clip" video is taken out of context. If you were able to see his entire speech it makes a lot of sense! Its everything we want out of America! Go Rick Perry!

After listening to the entire speech I think Perry was unfairly depicted by CBS news and the other media outlets. He was speaking to a friendly crowd and engaging with his audience and they were appreciative of him. I have never been a fan of his, but after this I am more willing to consider his candidacy. Neither Herman Cain nor Michelle Bachmann will ever get my vote!

What positions resonated with me on this speech; states rights, less bureaucracy, and energy independence.

cause we Texans are so stupid we will not vote for anyone except a Republican. If Big Foot was the repulican candidate for governor here, he would win, regardless of any other talented or capable candidates.
