Obama Defends Oil Spill Response, Cites Mistakes

The federal government was not as prepared as it should have been for the unprecedented oil spill in the Gulf of Mexico, President Obama said today, but he asserted that the disaster has been his administration's highest priority since the day the Deepwater Horizon oil rig exploded on April 20.

"The day that the rig collapsed and fell to the bottom of the ocean, I had my team in the Oval Office that first day," Mr. Obama said. "Those who think that we were either slow on our response or lacked urgency don't know the facts. This has been our highest priority since this crisis occurred."

The administration has come under fire for appearing to let oil company BP take the lead in the clean up and containment efforts as millions of gallons of oil pour into the Gulf. The president himself has been criticized for not giving enough attention to the issue; tomorrow will be just his second trip to the affected region since the rig explosion.

In his first press conference since the disaster began, the president insisted today, "From the moment this disaster began, the federal government has been in charge of the response effort."

Yet he noted that a history of corruption in the Minerals Management Service, the Interior Department agency responsible for overseeing drilling, has yet to be entirely corrected.

Interior Secretary Ken Salazar "came in and started cleaning house, but the culture had not changed in MMS, and absolutely I take responsibility for that," Mr. Obama said.

MMS Director Elizabeth Birnbaum resigned for her post earlier this morning, though Mr. Obama said he was unaware of the circumstances of her departure.

"I found out about her resignation today," he said.

The lack of oversight from the MMS allowed for mistakes, such as an insufficient allocation of boom in the Gulf to prepare for such an accident, Mr. Obama said.

"When it comes to prior to this accident happening, I think there was a lack of anticipating what the worst-case scenarios would be, and that's a problem," he said.

Still, he maintained that "BP is responsible for this disaster."

BP is operating at the federal government's direction, Mr. Obama said, but the oil company must carry out the containment efforts because its technology is superior to the government's. The president said there have been some technical debates about the best path forward. For instance, some have noted that BP has resisted the Environmental Protection Agency's directions with respect to the dispersants used in the clean up efforts.

"Overall, the decisions that have been made have been reflective of the best science that we've got," Mr. Obama said.

Some of the president's critics have compared his administration's response to the catastrophe to the Bush administration's slow response to Hurricane Katrina. Mr. Obama said he would leave it up to the press and the public to decide whether such comparisons are fair.

"What I'm spending my time thinking about is, how do we solve the problem," he said.

The president said the Interior Department has recommended aggressive new operating standards and requirements for offshore drilling. The administration is also ordering the suspension of the planned drilling exploration off the coast of Alaska, as well as the cancellation of lease sales planned in the Western Gulf and off the coast of Virginia. A moratorium on new deepwater oil drilling permits will be continued for six months while a presidential commission investigates the unprecedented accident. The administration is also suspending action on 33 deepwater exploratory drills off the Gulf Coast.

To address the current spill, BP is attempting to plug the leak with densely packed mud in a method called "top kill." The president acknowledged it "offers no guarantee of success." He emphasized, however, that this clean up and containment effort under way is the largest of its kind in U.S. history, with about 20,000 people in the region working on it, including about 1,400 from the National Coast Guard.

"We are relying on every resource and every idea, every expert and every bit of technology to work to stop it," Mr. Obama said. "We will take ideas from anywhere, but we are going to stop it."

The president said that containing the spill quickly and efficiently is in BP's best interest but acknowledged that the oil company was not initially forthcoming about the extent of the disaster. The initial estimates of how much oil is spilling into the Gulf were too low, and both the government and BP are to blame for those estimates, the president said. He added, however, that the response would have been the same had the initial estimates been more accurate.

"At the start, we understood this could be really bad," he said.

If the U.S. is to continue domestic oil production, Mr. Obama said, the federal agency in charge of overseeing it must be operating at the highest level.

"We have to have confidence that, even if [such an accident] is just a one-in-a-million shot, that we've got enough technology know-how, that we can shut something like this down... in two or three or four days," he said. "And I don't have that confidence right now."

He maintained, however, that "producing oil here in America is an essential part of our overall strategy."

Alternative, clean and renewable energy sources cannot currently meed the nation's energy needs, the president said -- but the crisis should "serve as a wake up call" for the need to develop those industries. The fact that oil companies now have to go a mile off shore and then three miles underground to drill reveals that domestic oil production is "expensive and going to be inherently more risky," Mr. Obama said.

"That's part of the reason you never hear me say, 'Drill, baby, drill,'" the president said, referring to the pro-drilling mantra adopted by Republicans.

"We should be pretty modest in understanding that the easily accessible oil has already been sucked up out of the ground," he said. "We can't drill our way out of the problem."

There's much talk of "socialism" on this site. What we are experiencing is not socialism, it's fascism. The definition of fascism is: "A system of gov't characterized by rigid one-party dictatorship (we all know there's no longer a difference between Dems and Repubs), forcible suppression of opposition, private economic enterprise under centralized governmental control..."

Yeah, right. The buck stops with Obama UNLESS he is on his way to Chicago for vacation. Three hours for photo ops on a beach? How stupid do you think the Amerian public is, Mr. Obama? By now we're all familiar with your santimonious, finger wagging, stern, preachy style. What we're missing is seeing you actually do something constructive ABOUT ANYTHING. That might start with showing real leadership. You were supposed to be competent. Now we know you are not, and that you are utterly out of your depth. Your background as a "community activist" and academic is showing. I'm very sorry I voted for you.

I here a lot of you saying Obama should have taken over this oil spill sooner when BP is more equipped and more knowledgeable. Obama has been on this since day one. If he took over right away you would have said now he's taken over the oil business. He could not win with you no matter how he handles this. I do believe some of you hopes he fails.

I though Bush had stolen the election, wasn't doing good with the economy and dropped the ball with intelligence before 911. But after 911 I still supported Bush regardless.

After 911 and during the wars I herd allot of you saying it's unAmerican not to support the Bush. Well it's unAmerican not to support Obama at the time of this great tragedy and we are still at war now.

I do believe Obama is doing his best. He is not perfect neither was Bush but right now we have the biggest man made disaster in American history. Lets just try to get along and support the president.

Right now I hope we all can agree the most important thing is seeing the leak stopped and the oil cleaned up.

obama barely made any comments about the oil spill early on. he has delegated so much responsibility with all of his appointed czars, he has no way of meeting with all of them. and he is so busy giving speeches and campaigning that he is neglecting his duties. how many commencement speeches has he given this year? he needs to get to work; we have so many issues to deal with and he is delusional if he thinks he has any of them under control. regarding the oil spill: we need to suspend ALL drilling underwater........no matter what the price tag. drilling should only be done on dry land. period.

I have stated all along that this was going to be Obama's katrina and it has just like Afghanistan is now becomming Obama's Iraq. We are still there with no mission and no end in sight now reaching 1,000+ dead americans. What is even more disturbing is that he is the president and doesn't even know who is being fired in his own administration so what does that say about him? We need leadership and experience and poor barry has neither infact it's almost sad to watch so let's all get it right in November and again in 2012.

Some call Obama the Messiah, but I can assure you all, Obama is just another socialist politician. They all are really just special interest socialists. This one wants this and that one wants that but none of them get it on their own. They come to society and demand handouts. They all really need to pick themselves up from their bootstraps and quit coming to others to socialize the cost of their wants but citizens keep enabling them believing they are there for their interests. A true american is self reliant and never looks to government for help.

Now for those of the Christian faith I say, Jesus never called upon the individual to look to Rome to pool the costs of assistance amongst all to a brother in need. It is up to the individual to decide if he is to be a good Samaritan and help those along the gulf. It is wrong to get government involved and force all to pay for the service of cleaning up the beaches of those who are affected. I don't expect all of society to be forced to pay for me and my needs and wants and I surely don't want the gulf coast to mistakenly take for granted I should wish to lend them a hand.

If I choose to be a good Samaritan, be rest assured I will be there in person to lend a helping hand. I truly believe however that the gulf is in the best hands. BRITISH petroleum has the greatest ability to resolve this oil volcano. Think of it as a cat in heat marking it's territory. That gulf belongs to BRITISH petroleum because their oil is filling it. It's sexy to put it that way. BRITISH petroleum does not wish to harm its gulf investment.

But truly, it's an accident, it's far from being the worst spill in the gulf and it's a naturally occurring substance that's bio-degradable. It will be alright. British petroleum is not looking to nanny government for help and nor should anyone else.

To all of you critics, please enlighten us...exactly how would you plug what is in effect a volcano spewing oil that is located 5000 feet under the surface of the ocean?

BP has more experience with deep water drilling than any other oil company in the world. Who else other than BP to try to stop this well from continuing to spew out oil?

My point is that we can all vent our outrage and frustration at what has happened and we can all ty to score political points at the government's expense, but there is really nothing that anyone else can do until BP plugs this thing.

Had the government taken this effort over and failed, they would be on the hook for enormous financial liability, there is no guarantee that they could have done any better and all of you Obama critics would be saying that now this "socialist" or "communist" (or whatever your favorite label of the day is) is trying to take over the oil industry.

Regulation was not the problem, enforcement was. It doesn't do any good to pile on regulations without enforcing them.

Until you realize you must take responsibility for your own life, pick yourself up from your bootstraps and not look to nanny government, you will continue to be a miserable commie liberal Obama marxist socialist. I've been hearing great things about Glenn Beck. I hear he's against socialism. I'm thinking about subscribing to cable after one good american on here told me he'd die for Glenn and he alone is worth the price of cable. Do you have cable my friend?
