Who's Missing From The G20 Group Picture?

Do you know which world leader is missing from his or her assigned spot in the above group photo from the G20?

Originally, it was reported that Harper was in the men's room during the photo -- but Canadian officials denied that and said instead he was being briefed on the draft G20 communique, reports the Canadian Press.
An hour later, the leaders (there are actually more than 20) were gathered again to try and get everyone together for a full photo. Once again, that proved to be an elusive goal. This time the missing parties were Italian Prime Minister Silvio Berlusconi and Indonesian president Susilo Bambang Yudhoyono. It is not yet known why they were absent.
No word on whether there will be a third try.
