WikiLeaks: Saudis Largest Source of Terror Funds

Secretary of State Hillary Clinton urged U.S. diplomats to do more to stop the flow of money to Islamist militant groups from donors in Saudi Arabia.

The Saudi government, Clinton wrote, was reluctant to cut off money being sent to the Taliban in Afghanistan and Lashkar-e-Taiba (LeT) in Pakistan.

"While the Kingdom of Saudi Arabia (KSA) takes seriously the threat of terrorism within Saudi Arabia, it has been an ongoing challenge to persuade Saudi officials to treat terrorist financing emanating from Saudi Arabia as a strategic priority," the memo states.

Progress was cited by the Saudi government (due in part to "intense focus" by the United States) to proactively investigate and detain financiers of concern. "Still, donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide."

"In contrast to its increasingly aggressive efforts to disrupt al Qaeda's access to funding from Saudi sources, Riyadh has taken only limited action to disrupt fundraising for the UN 1267-listed Taliban and LeT-groups that are also aligned with al Qaeda and focused on undermining stability in Afghanistan and Pakistan."

"More needs to be done since Saudi Arabia remains a critical financial support base for al Qaeda, the Taliban, LeT and other terrorist groups," according to the memo signed by Clinton.

Other Arab countries cited as being sources of money for terrorists were Qatar, Kuwait and the United Arab Emirates.

The memo states al Qaeda and other militants groups "continue to exploit Kuwait both as a source of funds and as a key transit point."

The UAE's growing global financial power, coupled with weak regulatory oversight, "makes it vulnerable to abuse by terrorist financiers and facilitation networks."

The memo was among those leaked by the whistleblower website WikiLeaks, and appeared today in the British newspaper, The Guardian.

The memo recommends a strategic approach to achieve long-term success in combating terror financing, including:

"Aggressive action" to identify, disrupt and deter" those who raise or facilitate funds for terrorists;

"Appropriate legal measures, including effective prosecution" to hold terrorist financiers publicly accountable, and sending a strong message of deterrence to others.

"Strong oversight of charities" to ensure such organizations do not contribute to terrorist and extremist elements;

Strict enforcement of UN 1267 sanctions; and

Full compliance with international standards to combat money laundering and financing of terrorism.

Another memo published by the Guardian indicates that a front company for the LeT, Jamaat-ud-Dawah (JUD), was openly raising funds in Saudi Arabia.

Prior to the Mumbai, India terror attacks in November 2008, the memo says, an American effort to have JUD listed by the United Nations alongside other terror-allied organizations was placed on hold by China at the behest of Pakistan. Pakistan acquiesced the month following the Mumbai attacks, but JUD appears to still be operating in multiple locations in Pakistan.

Wasn't it the Saudis who attacked us on 911? Bushoccio was so dumb he bombed the wrong country. And created millions of terrorists.

...we've known about the Saudis being the largest source of terrorist funding...Obama is just as aware of this as was Bush...Obama hasn't done anything about it because he doesn't want to offend anyone in the Saudi Kingdom...especially since he's a sympathizer of them...

...my eyes are wide open...you seem to see everything in one dimension...both wars should have been ended sometime ago, but so too should have paying out unfunded extended unemployment benefits, or supporting criminal illegal aliens and their kids, or Medicaid and Medicaid fraud, or paying foreign nationals unearned Social Security, etc...Obama doesn't want to offend any Muslim nation, which is why he won't do anything about the Saudis, which was the point to begin with, not your non-sequitor regarding troops...blaming Bush for everything is laughable...the wars are now Obama's to resolve...he wanted to be president, let him deal with the realities...

Oh BS pragmatist. The U.S. has always had that stance when it comes to the Saudis. It's not unique to one president or another. It has nothing to do with a certain religion or anything relating to that. It's all about the oil. Idiot...

IN retrospect, then, The Bush connection to Saudi Arabia is one-sided, manipulated our foreign policy towards other 'energy opportunistic goals' rather than address the central issue of 'war on terror' that had attacked our USS COLE, embassies in Africa and, of course, on 9/11.

The whole charade of President Bush doing the "Sword Dance" with the Saudis really comes home that he was a stooge....just like the times Bush was dealing with Putin of Russia.

Our war was re-directed NOT to pursue a conclusion but profit for the businesses that were connected to an open-ended war effort.

We know who the real war criminals are now...for a profit. Shall we address the real war and prosecute it?

Kuwait eh? wasnt that country our "friend" that we bailed out with the FIRST gulf war uner king bush 1st? and this is how we get repaid by a "friend" and "ally" LOL

George Bushes' Arab friends whom advised him to invade Iraq turned out to be some real S.O.B.s. Our boys are dying for because of George Bush and those Arabs, not the terrorist. The terrorist sit in hiding watching our foolish general and president lead our boys to kill the wrong people. Destroying and rebuilding. Our flag has never flown for torture and invasion until George Bush. Thank you WikiLeaks and Julian Assange for your bravery in speaking the truth. One more thing hunting terrorist with tanks is like hunting deer with tanks. The fool hunts that way and did. A revovering addict stained our flag with the blood of the innocent and empowered the real terrorist with torture, schock and awe and other un-American tactics. We all want the terrorist in chains, but not in the evil un-American way the recovering addict chose.

The quiker we the US can become dependent on altermative energy. The sooner we cab turn our backs and dollars no matter how few on the saudis. We have discovered that burning algea can produce tons of energy and yet the whitehose stalls on the issue because we have to continue to "pet the kitty" until we have fulfilled out under the table deals.The are billions of acres of algea that can replce itself at a enormous rate. Where is your senators and representatives on this issue ? They have thier heads so far up the as--! of washington lobbyist they don't want to see ligh nor are they trying . I can smell them from here and I live in the midsouth.If you are christian and you vote then you are collaborating with liars and thieves and repenting may save you from the act. The act will not svave the US for your children.

The Saudi's, Our friends, who have blackmailed us with their Oil monopolies; our friends, whose Monarchies the Bushes, both father and son have started wars to save, with the blood of America's finest. How many more wars will we fight for these tyrants who live like Kings while the American elderly fear the loss of Medicare; and we pay $3.00 - $4.00 a gallon for gas? But instead our politicians give tax breaks to the very people supporting these greedy enemies we have created.

Go on blame WikiLeaks, while the real scoundrels raise our taxes, take away our benefits, and keep us unemployed; while the millionaires and billionaires live off our taxes. WikiLeaks only do the reporting as good reporters should; it is the people who leak the documents to them that are the real heroes, and they are the product of a society that has so broken the trust between its members that being a stool pigeon has become a virtue. SIC SEMPER TYRRANIS!
