Interesting story. Looks like this earmark was only marginally better than the ''highway ramp leading to nowhere''? But a few questions that hopefully your reporting will answer. My understand is that these ''earmarks'' have only been used in the past several years? If that is true, why now? , and is there a constitutional or legal basis for them? Appropriate .5 million with no vote, no process, and as you have stated, in the past you didn''t even have to disclose your name. If you, me, or our families did that the headline would be theft or grand larceny! Why wouldn''t spending of anything like that size not have to be put in a budget and voted on by both houses of congress??

How do we fix this?

Btw, great to see you reporting full time. You are of the best investigative reportors in the country. Would love to see you take one of these stories to Dupont or Peabody award. Thanks, hopefully more to come.; Reply to this comment

What I do not understand, is why they seem to thick that when they put in an earmark for something even though it is only for $500,000 it is ok!!!! I refering to the story on Noahs Ark, Sept. 20, 2007. I am sure that if they would take all those earmarks that are basically useless to most tax payers they could balance the budget and maybe even help rebuild the falling apart infustructure and helping with the ILLEGAL immigrant problem, there are many other issues that could benifit. I really wonder what we can do as citizens of the United States? Voting does not seem to be the answer!?
