Sources: "Unprecedented" NCAA penalties for Penn State

Updated at 2:43 a.m. Eastern

(CBS News) CBS News has learned that the NCAA will announce on Monday what a high-ranking association source calls "unprecedented" penalties against both the Penn State University football team and the school.

"I've never seen anything like it," the source tells correspondent Armen Keteyian.

NCAA President Mark Emmert will make the announcement Monday morning at 9 a.m. Eastern at the organization's headquarters in Indianapolis.

The NCAA did not make details of the penalties public prior to the announcement, but industry sources tell CBSSports.com's Brett McMurphy the fine will be at least $30 million, and perhaps as much as $60 million, for the university's involvement in the Jerry Sandusky scandal.

The penalties come in the wake of the independent report by former FBI Director Louis Freeh that chronicled repeated efforts by four top Penn State officials, including former football coach Joe Paterno, to conceal allegations of serial child sex abuse by Sandusky over a 14-year period.

The NCAA had been awaiting the school's response to four key questions pertaining to the sex abuse scandal, including issues involving institutional control and ethics.

KEEPING IT TOUGHTFULLY HONEST: I am in total shock! Oregon State University President Edward J. Ray, who happens to be the NCAA executive committee chairman, stated it clearly, "Not only does the NCAA have the authority to act in this case; we also have the (moral) responsibility." The NCAA in the past has had a checked record on it disciplines its bigger money-making Schools for violations! THE INCONVENIENT TRUTH: Now the Trustees and Administrators at Penn State can deal with the consequences of their morally bankrupt decision-making and irresponsible institutional Control! (As graduate of OSU, Dr. Ray you did us proud! ) All of us have a responsibility for protecting our children above all else!

Hallelujah! It was an unprecedented offense, causing unprecedented, ongoing psychological damage, revealing the unprecedentedd shallow and absent moral values and greed of too many involved, taking priority over humanity and Christian moral values that we all "MOUTH", but few really walk their talk! GREED and FAME are the "gods" ruling our nation in entertainment and in politics, which is why our nation is already on its way OUT, even though BARELY over 200 years old! What a shame that God is no longer welcome, and the handful of atheists have their ignorance upheld! Germany learned the hard way. They now teach religion even in the public schools!

Hey we're talking MONEY here, that is all that matters to most Americans now. I mean, this is bad news for Penn State but this crime pales in comparison with what Wall Street did to the American people. Or the violent and hideous crimes of George Bush and Dick Cheney. And none of those people went to prison because of their money.

Very true statement "TimeToEvolve"! Obviously "kkltr76" wasn't paying attention when Bush deregulated the entire financial system and caused our recalcitrant depression that Romney wants to re-ignite! We'll have to lose our democracy entirely before some of these numbskulls figure it out! Our entire Congress needs to be impeached for dereliction of duty because money and low morals is also contaminating and ruining that entire organization. Congressional Democrats and Republicans alike have the Penn State contagious disease of low morals and greed, over honor, decency, and valuing our democracy! Money is their only real "god", and now even BUYS any election with the paid lies and propaganda instigated by their money "god", Lucifer, while they continue to PRETEND and try to FOOL God by going to Churches on Sunday and using Christian "words"! Who REALLY believes they will FOOL our true GOD?? "ACTIONS SPEAK LOUDER THAN WORDS!"

The player in the photo wears the number 2 on his jersey.

Number 2, fits Penn State pretty well right about now. LOL!

I wonder if the CBS layout editors do this sort of subliminal editorializing on purpose...

Paterno is dead and Sandusky might as well be. How in the world is punishing the town and the current students for the negligent actions of a few people who've already lost their jobs and face criminal charges themselves any sort of American justice? Punishing innocent bystanders is like something out of Saudi Arabia, the middle ages, or the Third Reich.

What about the victums of the coverup? Do they deserve business as usual? Sorry its payback time. The NCAA should suspend all football activities until ALL investigations have been completed. What about people and activities not yet revealed? You don't think there wasn't any hush money paid out? The corruption and colusion hasn't even begun yet. Last time I checked Pitt is still playing football - rout for them. The innocents know who to blame - go after the ones still alive including the governor. Bulldoze the shower room. Do something to show the rest of the country you give a crap

The athletes will be able to transfer without any requirement to sit out a year, and they will maintain their scholarships at PSU even if they don't play. Suggesting that it's wrong to impose punishments on PSU's program because it may have a collateral effect of impacting the community is like suggesting that a criminal should not be jailed because he/she has a family at home that would be adversely impacted. The university was complicit in the events.

Maybe some day sports fans will see the irony in this.
The victims of Sandusky are not the only victims of sports.
The victims of too much sports in America are wives and families and children of absentee fathers who put their silly games above everything else.
