Reuters Distributes Racy Miley Cyrus Photo

NEW YORK (CBS) Reuters has decided to distribute a revealing photo of Miley Cyrus taken at the MuchMusic Video Awards in Toronto on Sunday.

The image was taking during Cyrus' performance at the awards show. While dancing in a white, lingerie-like outfit, the bottom of the ensemble shifted and almost caused the singer to have a wardrobe malfunction.

A Reuters representative told FoxNews.com in a report published Tuesday that the photo had caused concern in the photo department because of the singer's age (she's 17), but that was weighed against the fact that she was performing on stage in front of hundreds of people and other cameras, as well as the fact she is trying to transition away from her wholesome "Hannah Montana" image and into a more grown-up performer.

The Reuters rep also said that the photo was "sent only to print clients and was kept from transmission to online clients and culturally sensitive areas." However, the website notes in the report that it was able to download the photo and saw no usage restrictions.

The image was posted with a red ribbon graphic covering the controversial part of the photo.

Last week, blogger Perez Hilton posted an "up-skirt" photo of Cyrus that appeared to show too much skin.

Former Los Angeles sex crimes prosecutor Robin Sax told FoxNews.com that the Reuters photo is "not prosecutable," saying that "it is a question of intent, and here the picture is taken on stage, in public, and its purpose is not child pornography. It was not intended to promote pornography."

But Sax warned that the image was inappropriate and that by selling it, Reuters was "blurring the lines between what is porn and what is not. And that it ups the ante in the future, makes it more difficult to say what is pornography and what is not."

ahhh.. interesting.. i'm glad i don't have to try raising kids in this environment... now all girls 12-17 will be wearing outfits and (shaving)?..

couldn't tell with that ribbon in the way... a red ribbon,, is that FIRST PRIZE at the county fair?

Does anyone proof read anymore or can you now get a position as a writer and not know proper english grammer? All other languages are stiklers on proper grammer; but not apparently english journalists.

If she really cared what she showed she wouldn't have dressed as provocatively as she did. Come on...sex sells, and by now she knows it. She has run the teeny bopper gamut and is ready to join the ranks of Britney Spears and Lindsay Lohan. Let's hope for her sake that the climb was worth the fall.

We saw her you in Madrid, thousands of lil fans from her HM days were eager to watch her concert. MILEY changed, Great, but remember she still holds an example to all girl fans from lil through teens and up, they are watching her. 17 is not 21 yrs old, hell she's not even old enough to drink yet, thank god. This music industry will eat you up and spit you out.. today a name tomorrow another takes your place, the public is moody like that. I wonder of her parents parenting skills, because the world is a big place, we only live our youth a short time, but to hurry to be adult, well, every moment of life should be enjoyed, not rushed. We saw a young lady on stage in Madrid, not a season matured woman. She seems to not to know this life is spinning her in a rat race. Remember, any music can speak and deliver great messages so far this show is just a show, like a circus. The consequences can be brutal.Look at MJ, Britney, etc. Like it has been mention the higher you are the harder you fall. Although, it's hard not to judge parents that allow their baby girl get swallow by this commercial industry. Greed can overshadow the soul. I hope they wake up.

You nailed it, the person who took that photo should be busted for child porn. It was what he was looking at and snapped the picture.

What's the logic here? You have to become a **** to be an adult or attract an adult audience? I don't think so. Some people don't care how they make money or how it affects our society.

There is no bad publicity for someone in show biz. As some actor said years ago- "I don't care what you say about me, just be sure you spell my name right"

Miley is 17. She's still a kid. I don't fault her for her reckless behavior. Unless all of you skipped the teen years and went straight from kid to adult I bet you also engaged in behavior that would embarrass your family should it be made public. Whether it was drinking, experimenting with drugs, or simply dressing like an idiot. Hopefully she'll outgrow this phase and return to being wholesome yet still adult and mature. And if she does, she'll never forget how those of her faith treated her while she was struggling. Those who forgot the famous line, "Let he who has NEVER sinned cast the first stone." "ALL have sinned...."

As for who I DO find fault with: The entertainment industry and her parents. In effect, they are pimping out a minor. Exploiting her looks for a buck. What sort of parent has no problem with a situation in which articles are published that discuss whether or not something their child appeared in was porn (this is NOT the first such article about her)? Yikes! I do hope that Miley's parents rein her in until next year when she's an adult and can make her own (stupid) decisions. Until then they need to protect her...from herself.
