The dumbing down of American foreign policy

(TomDispatch) Barack Obama is a smart guy. So why has he spent the last four years executing such a dumb foreign policy? True, his reliance on "smart power" -- a euphemism for giving the Pentagon a stake in all things global -- has been a smart move politically at home. It has largely prevented the Republicans from playing the national security card in this election year. But "smart power" has been a disaster for the world at large and, ultimately, for the United States itself.

Power was not always Obama's strong suit. When he ran for president in 2008, he appeared to friend and foe alike as Mr. Softy. He wanted out of the war in Iraq. He was no fan of nuclear weapons. He favored carrots over sticks when approaching America's adversaries.

His opponent in the Democratic primaries, Hillary Clinton, tried to turn this hesitation to use hard power into a sign of a man too inexperienced to be entrusted with the presidency. In 2007, when Obama offered to meet without preconditions with the leaders of Cuba, North Korea, and Iran, Clinton fired back that such a policy was "irresponsible and frankly naive." In February 2008, she went further with a TV ad that asked voters who should answer the White House phone at 3 a.m. Obama, she implied, lacked the requisite body parts -- muscle, backbone, cojones -- to make the hard presidential decisions in a crisis.

Obama didn't take the bait. "When that call gets answered, shouldn't the president be the one -- the only one -- who had judgment and courage to oppose the Iraq war from the start," his response ad intoned. "Who understood the real threat to America was al-Qaeda, in Afghanistan, not Iraq. Who led the effort to secure loose nuclear weapons around the globe."

Like most successful politicians, Barack Obama could be all things to all people. His opposition to the Iraq War made him the darling of the peace movement. But he was no peace candidate, for he always promised, as in his response to that phone call ad, to shift U.S. military power toward the "right war" in Afghanistan. As president, he quickly and effectively drove a stake through the heart of Mr. Softy with his pro-military, pro-war speech at, of all places, the ceremony awarding him the Nobel Peace Prize.

Obama's protean abilities have come to the fore in his approach to what once was called "soft power," a term Harvard professor Joseph Nye coined in his 1990 book "Bound to Lead." For more than 20 years, Nye has been urging U.S. policymakers to find different ways of leading the world, exercising what he termed "power with others as much as power over others."

After 9/11, when "soft" became an increasingly suspect word, Washington policymakers began to use "smart power" to denote a menu of expanded options that were to combine the capabilities of both the State Department and the Pentagon. "We must use what has been called 'smart power,' the full range of tools at our disposal -- diplomatic, economic, military, political, legal, and cultural -- picking the right tool, or combination of tools, for each situation," Hillary Clinton said at her confirmation hearing for her new role as secretary of state. "With smart power, diplomacy will be the vanguard of foreign policy."

But diplomacy has not been at the vanguard of Obama's foreign policy. From drone attacks in Pakistan and cyber-warfare against Iran to the vaunted "Pacific pivot" and the expansion of U.S. military intervention in Africa, the Obama administration has let the Pentagon and the CIA call the shots. The president's foreign policy has certainly been "smart" from a domestic political point of view. With the ordering of the Seal Team Six raid into Pakistan that led to the assassination of Osama bin Laden and "leading from behind" in the Libya intervention, the president has effectively removed foreign policy as a Republican talking point. He has left the hawks of the other party with very little room for maneuver.

But in its actual effects overseas, his version of "smart power" has been anything but smart. It has maintained imperial overstretch at self-destructive expense, infuriated strategic competitors like China, hardened the position of adversaries like Iran and North Korea, and tried the patience of even long-time allies in Europe and Asia.

Only one thing makes Obama's policy look geopolitically smart -- and that's Mitt Romney's prospective foreign policy. On global issues, then, the November elections will offer voters a particularly unpalatable choice: between a Democratic militarist and an even more over-the-top militaristic Republican, between Bush Lite all over again and Bush heavy, between dumb and dumber.

Mr. Softy Goes to Washington

Mr. Softy went to Washington in 2008 and discovered a backbone. That, at least, is how many foreign policy analysts described the "maturation" process of the new president. "Barack Obama is a soft power president," wrote the Financial Times's Gideon Rachman in 2009. "But the world keeps asking him hard power questions."

Our President has said he will take firm action. Perhaps an embargo or blockade until we have the person(s) responsible for the senseless act of violence would be appropriate. We all know that the religion being defended does not condone such acts of violence, and after those responsible are found, they can be dealt with appropriately through international law.

Like any other job that involves managing, one man cannot do it all. So how does one solve this problem? It is solved by delegating authority to subordinates. I was very pleased to see someone kept from the previous administration who was doing his job well. We should see more of that sort of thing instead of discarding everyone simply because the political winds blew from a different direction this time.

More specifically, in reference to "dumbing down", do we see the department heads removed every time we see a new chancellor at a college or university? NO--for obvious reasons. Neither should we see it happen within our government. These folks have earned their positions of leadership, and a different "driver" shouldn't necessarily require a new vehicle as well.

President Obama's, box of Trinkets and Beads is just about empty. He needs to go back to the Carnival and get some more stuff. he also needs a refresher course in the fine Art of Bowing and Scraping. He would very wise in inviting Mr.Netanyahu, over for one his special receipe beers and convey to him, what really nice man Mr. Ahmadinejad is. He should explain to Mr. Netanyhu , that Mr. Ahmadinejad, was just joking around and really dosn't want vaporize Israel. He should further explain, that all this Iranian Nuclear talk, is nonsense and just rediculious.The President said that Mr. Ahmadinejad told him that the Irainian Nuclear Energy Program is for peaceful purposes and power generation only. He also mentioned that it was just going to be used for running their Distilleries and Pork Packing Houses.

I'm on the other side of the world as I speak, and have been around the world a few times.Some of the ignorant posters on here do not know of what they speak.You have no idea what is involved in foreign policy.

I know some of you think the world ends at the shorelines so stay home in your little world, and let others take care of the rest of it.

That's interesting, back when Bush was doing blow hard foreign policy North Korea shot off a missile as well. Yet no mention is made of that here when discussing how they shot one off because Obama is so weak.

I never understood how taking money from your source (taxpayers) and spending it in enormous proportions was going to create more financial wealth for the people you took the money from in the first place. I must be missing the logic here, because I do understand it takes money to make money, but you must know what you are investing this money in, before you go and invest it, don't you? Obama has proven that he knows how to spend other peoples money very well, but the return on this money has done nothing but put America in deeper debt with China of all countries to owe money to. We can not be foolish enough to really believe Obama is going to make things better the second time around, can we? Our only alternative is to give Romney a shot at it, since he is allot more knowledgeable in knowing how to invest money to actually make money. Obama wants to support our countries "nonworking class" with the "working class" peoples hard earned income, and somehow this doesn't seem fair to me, who has been working hard since I was 12 years old, and I am now 64 years old and still working hard. Will someone like me ever be able to afford to retire and live happily ever after with people like Obama running the show? I can't see it!

Give a hungry person a fish and they eat that day. Teach him how to fish and hopefully they will feed themselves. Maybe even buy a boat and fishing equipment with the savings from a bountiful catch. The republicans don't even want to give a 'fish to the hungry person'. It's easier that way isn't it, and you risked nothing. Their understanding of God and birth control are about the same ; if there's a "me" in your condition, I'll preach to you but don't ask any questions.

Truth is the world, even the EU, was a bit testy at American hubris, arrogance, and lecturing. That is somewhat mitigated today and it is more rather than less probable a coalition can be assembled to respond to real rather than made-up situations. That is a failure?

The writer appears to be a partisan big stick few carrots my way or the highway right.

Nicely put.

The comments here are living proof why the USA has almost completed its transition into a third-world country. The article was NOT lefty or righty; it insulted both parties rather evenly. But all the political nuts have adopted Bush the Younger's credo of "you're either with me or against me" so anyone who does not swallow their brand of Koolaid is the enemy.

Most of the $16 Trillion Debt and +$1 Trillion Deficit due to 'treasonous' pols and foreign buzzards.

Is it a coincidence that since the Fed Reserve inception - endless war the result?

Mr. Rommey hasn't learned a thing about foregin policy. If thinks that He is going to be a Great President, He got alot of learning to do. He will need to be schooled in the proper protocol, for meeting Foregin Digitaries. He will have to learn what Trinkets and Beads to present to the Great Leaders of around Globe i.e. The Queen of England. He also have to study the fine art of how to Bow and Scrape to Foregin Leaders . And lastly, He will have to learn how to apologise for our Countries, past Sin's. It's obvious He has got alot to learn.

Mr. Romney is far better traveled than Obama was when elected. Obama doesn't lead in foreign policy, he delegates everything so he can play golf more often. BO had no foreign policy experience and Romney is a far more reasonable person. Romney answered the questions to the Brits about the Olympics from the prospective of having organized one. All the papers had articles about their security problems before Romney got there.

But Romney has lyin Ryan who has more foreign policy experience than President Obama. Lyin Ryan acquired this experience thinking about foreign policy while he was running a 3 minute mile.
