7 years after Katrina, NOLA braces for Isaac

(CBS/AP) NEW ORLEANS - On August 29, 2005, Hurricane Katrina made landfall along the Mississippi-Louisiana border, forever changing the region and the way officials react to incoming storms. With Tropical Storm Isaac now projected to potentially hit the area on almost the exact same day of the month - probably as a hurricane - the lessons from the disaster that followed Katrina have not been lost. Local officials are taking an extremely cautious approach to weather threats.

Both Mississippi Gov. Phil Bryant and Louisiana Gov. Bobby Jindal have declared a state of emergency in their states as Isaac's path moved west of the Florida Keys. Jindal suggested Sunday that people leave low-lying parts of coastal parishes.

"Make sure you have a game plan, follow your local leaders, and pay attention to changing weather conditions especially from the National Weather Service," Jindal said.

Jindal also said he may cancel his speaking engagement at the GOP National Convention in Tampa later this week if the threat to his state does not subside. Alabama Gov. Robert Bentley has already canceled his trip to the convention because of Isaac.

New Orleans Mayor Mitch Landrieu declared a state of emergency Sunday afternoon, reports NOLA.com.

Landrieu said he declared the emergency "so that everybody in the city of New Orleans can begin to prepare."

The storm was still a day-and-a-half away, according to current models, but Landrieu said they were not taking any chances.

"The better part of wisdom here is to be prepared," Landrieu said, according to NOLA.com.

Landrieu said that for now, he expects New Orleans residents to shelter in place. But he says that if New Orleans is evacuated, there won't be any shelter.

Gulf Coast leaders are almost certainly still wary of the intense criticism after Hurricane Katrina leveled at local officials, many of whom are no longer in politics. About 2,000 people died in Louisiana, Mississippi and Alabama after those storms.

Meanwhile, in nearby Grand Isle, police say Mayor David Camardelle has called a mandatory evacuation immediately for campers and tourists. Police say residents are to leave Monday morning as Isaac's path moves west.

Landfall is expected late Tuesday or Wednesday.

Orleans, Plaquemines, Jefferson and St. Charles parishes all have declared a state of emergency.

Plaquemines Parish crews hustled to levees around the low-lying New Orleans suburb. St. Charles Parish closed schools through Wednesday.

St. Charles Parish is stocking sandbag locations; people will need their own shovels.

The captain of the port of Morgan City warned of gale-force winds within 72 hours.

The New Orleans Fair Grounds Race Track ordered evacuation about 700 horses from its stables.

Oil rigs out in the Gulf began evacuating late last week; 3,500 of them could be at risk.

African-American children were brought to the daycare and a white woman working at the daycare stated "she hated black people" and went to her friend who was a white male social worker. She told him lies about the owner of the daycare abusing children. He and other white social workers were acquiescent to the immoral and illegal action of its illegal shutdown over these initial lies. The names of these individuals will remain confidential so we do not "embarrass" them. Ask Governor Jindal why God's Little Daycare and the circumstances surrounding "ITS UNLAWFUL SHUTDOWN" is not important to him.

The attorney for the Louisiana bureau of licensing put a TRO against the daycare based upon lies, shutting it down; but did not hold the hearing within 10 days of its shutdown. He took away our due process rights because he knew the daycare had been lied against by an employee of the daycare to state workers who also lied against it through their abuse of power.

One would think that in the 21st century world in which we live today, there would no longer be a community in THE UNITED STATES OF AMERICA where African-Americans are forbidden to live or even spend time in; unless, they are already residents that have had homes handed down to them by relatives decades ago. But in the community in which God's Little Daycare resided; this is the awful; yet, undeniable truth. Someone who has contact with Governor Jindal needs to be bold enough to ask him when he plans to contact the Federal government for help in getting God's Little Daycare back in business, since Louisiana state workers illegally shut it down.

adz- There is no large homeless population in New Orleans. There is a large population of people who expect the government to provide for them. It' the same story every storm, the mayor will say " evacuate, we will not open shelters". But the good for nothings know the Superdome will be opened and they will loot and trash the place again.

May I politely suggest that the people of New Orleans move ABOVE SEA-LEVEL?
Look: when you have to look UP to see the ships go-by, I think you've got a fundamental problem--look at the 9th Ward STILL today!

I totally agree with the last guy about the design of different things that are key factors on how New Orleans will be able to weather these devastating hurricanes. If I remember right, after Katrina, it seems like they were getting some kind of advice from architects concerning the levees. Hope what ever they were talking about they went ahead and took action on it.
I am praying hard that storm will disapate before it does any further damage. This world is in enough of a crisis right now.

The landfall point on the track shown is just a few miles east of where Katrina made landfall. Remember, Katrina was a Category 1 storm at landfall.

What made it so damaging to the New Orleans area? Well, the counter-clockwise rotation of the storm pushed a tide surge into Lake Pontchatrain, and that's exactly what Isaac could do.

They also blame the design of the MRGO shipping canal, which has been reworked since Katrina.

And the drainage canals can be secured at their mouths, a wonderful design feature that lessens the total miles of canals that must hold in a storm.

In the end though, it only takes one small break to create a huge catastrophy.

Katrina was a Cat 3 at landfall after spending at least a day as a Cat 5 which pulled a significant storm surge with it. Issac so far is much, much weaker.
