TULSA, Okla. - Oklahoma prosecutors filed murder and hate crime charges Friday against two men arrested in an Easter weekend shooting spree that left three people dead and terrorized Tulsa's black community.

Jake England, 19, and his roommate, Alvin Watts, 33, each are charged with three counts of first-degree murder, two counts of shooting with intent to kill and five counts of malicious harassment. The harassment counts allege the victims were targeted because of their race.

Police say the men, who were arrested early Sunday after a two-day manhunt, appeared to have chosen five victims at random. Three died and two others were wounded. Under state law, first-degree murder is punishable by death or life in prison. Prosecutors said decisions about whether to seek the death penalty are usually made after a preliminary hearing.

"Filing charges is the first step to obtain justice for the victims and their families," said Doug Drummond, Tulsa County First Assistant District Attorney. "This is a tragic and senseless crime. Our office is committed to holding those responsible accountable for their actions."

Court documents say both men confessed, England to shooting three people and Watts to shooting two. All the victims were black and police have said one motive might have been England's desire to avenge his father's fatal shooting by a black man two years ago. Documents do not list an attorney for either man, who a judge ruled Friday will be held without bond. They will be arraigned on the charges Monday.

A probable cause affidavit filed with the charges said anonymous callers to a police department hotline before the men were arrested claimed England was a racist who hated black men and that he "has mentioned he will die in a shoot out with the police if he has to."

England's family and friends have said the death of his father and his girlfriend's January suicide sent the younger England into a downward spiral. He apparently wrote a Facebook post marking the second anniversary of his father's death and lamented that "it's hard not to go off."

England's father, Carl, was fatally shot in 2010 by a black man who had threatened Carl England's daughter. After tracking down Pernell Jefferson, the men fought and Carl England was fatally shot. Jefferson was not charged with homicide because an investigation determined he acted in self-defense.

According to CBS affiliate KOVT in Tulsa, Okla., the first of three funerals for the victims -- 54-year-old Bobby Clark - took place on Friday morning. Reverend Jesse Jackson, who attended the service, was reported saying, "From Trayvon [Martin] to Bobby, who would have thought? There is power in the blood of the innocent... There is something happening in this place, healing that is good for Tulsa."

A funerals for 49-year-old Donna Fields and William Allen, 31, are expected to be held on Saturday and Tuesday respectively.

Police say the men appear to have chosen their victims at random.

I do not care about the motive, I do not care if it was a "hate" crime. i do not care who was white or black, there is a basic law that killing is wrong, and the punishment should be the same no matter what stupid thoughts the criminals may or may not of had.

By population percentage, blacks are charged with hate crimes as often as whites. It's just not as blatant...like running over someone with a truck, or tying a wire around their neck and dragging them behind a truck....

What about this.
Jake England's father gets killed by a black man who he confronts over a threat to his daughter. The black man, Pernell Jefferson (nobody's heard of him) gets off on self-defence.
Jake England reads about the firestorm surrounding George Zimmerman (everybody's heard of him).
Would that make him hateful? Yeah, pretty easy to understand it just could do.
He senses inequality and seeks justice for his father.

Tulsa has a lot of work to do. But be thankful you have not broken into a spiral of violence and vengeance.Open up the channels of communication and try to make the crooked places straight and the narrow places wide.
Take something bitter and turn it into a triumph for your city. This country needs all of the cooperation we can get. You can do it, but it takes courage and hard work!

Crime is crime, what dose the 'hate crime' charge accomplish? So much for 'blind justice'!

It gives them a tougher sentence, and I guess the way they handled justice wasn't that just to the victims.

Because the hate and harm doesn't stop, because it's usually an aggravated attack, more viscious and depraved.

Unfortunately this case in particular is a hate crime. I do agree the hate works both ways and both should be charged the same when it occurs. @nswcib you are a complete moron thats a fact

A person killed by a black person is every bit as dead as a person killed by a white person. Enough of this ridiculous reference.
Statistics are not kept on white on black crime, if they are I have never heard any. Statistics are always referenced when they want to talk about the high rate of births among minority women. I have never heard, in comparison, the number of abortions afforded white women in this same category. That said, the high rate of births among minority women may speak to the fact that black women, for the most part, don't readily believe in abortions and a larger percentage of them don't readily have access to them. So, the higher rate of births among black women may actually be interpreted in a positive way.

After all, abortions are nothing to boast about. As for crime statistics, many upscale neighborhoods conspire to keep such information secret out of concern for the property values. Statistics are usually used to serve the purpose of those flaunting them.

It took me less than a minute to find stats on hate crimes by race. Prop best stats at FBI. Also found that hate crimes and charges follow the population percentages. Whites make up the majority population, based on this it would follow that they would have a higher percentage of crimes/charges. So, it would appear that it isn't disproportionate...more whites = more crimes by white, by percentage of population whites = blacks. sheesh

Rev. Jackson in Tulsa for a funeral??? I wonder how many funerals of the 120 murder victims in Chicago (so far this year) he has attended?? I'll bet he didn't go to Tulsa on his own dime.
