Delaware CBS NEWS PROJECTS SEN. TOM CARPER WINNER Democrat Tom Carper (Incumbent) vs. Republican Jan Ting CBS News Race Outlook: Carper was heavily favored to win this race. Ting is a hard-liner on immigration. He favored a crackdown on all illegal aliens and called for construction of a 2,000-mile-long wall along the southern U.S. border. Carper lines up more with the Bush proposal to grant citizenship to those who have been in the U.S. for many years. Ting wanted to extend the Bush tax cuts and supported passing a constitutional amendment to prohibit flag burning. Carper opposed both.
