South Dakota CBS NEWS PROJECTS MIKE ROUNDSWINNER Democrat Jack Billion vs. Republican Mike Rounds (Incumbent) In March, Rounds signed a law that bans all abortions in South Dakota except those performed to save the life of the mother. The law has yet to go into effect and voters will get to weigh in on the issue which was a referendum on the ballot. Billion, a retired surgeon, opposed to the abortion ban and, according to the Rapid City Journal, he called the ban "a 'rigid and unforgiving law' that leaves women and families no option." While the ballot intitiative on abortion is expected to get national attention, Rounds was still favored to win reelection.
