Democrat Charlie Fogarty
vs.
Republican Donald Carcieri (Incumbent)


Carcieri, a moderate Republican, was being challenged by Fogarty, the current Lt. Governor. The offices are elected independently of each other in Rhode Island. Carcieri had gotten in some trouble in this heavily Democratic state when he "advocated a state budget measure that proposed lowering spending on some programs for the poor while cutting some taxes for wealthier residents," Congressional Quarterly reported. In an interview with The Associate Press, Forgarty said: "Under Gov. Carcieri, we’ve had a lot of promises made, but there’s been very little results delivered." The State Chair of the Democratic Party called Fogarty the hardest working politician in Rhode Island.
