Megan's Law was named for Megan Kanka, a 7-year-old who was brutally murdered in 1994 by a two-time sex offender living just across the street. The law requires states to register convicted sex offenders and to notify neighborhoods when they move in. But the law has its critics, who say one of the problems is that every state has a different version of the law.
