The NDI will have the authority to establish a National Intelligence Reserve Corps in times of emergency. It would temporarily re-employ former members of various intelligence agencies. Additionally, the legislation calls for the establishment of the FBI Reserve Services, which would employ up to 500 former agents, for a period lasting no longer than 180 days.
