The legislation recommends increased diplomacy in the Islamic world to combat the spread of terrorism and promote democracy. It maintains financial aid to Pakistan at or above levels requested by the president in 2005. "A stable Pakistan," the bill reads, "with a moderate, responsible government that serves as a voice of tolerance in the Muslim world, is critical to stability in the region." It also continues America's investment in Afghanistan, and requires the president to submit a 5-year plan for addressing development and security issues there.
Problems with Saudi Arabia's cooperation in the war on terror are also addressed. The legislation calls for a "more robust dialogue" between the United States and the Saudis.
