The intelligence overhaul provides the largest buildup in border guards in the nation's history, increasing the number of full-time border patrol agents by 2,000 a year for five years. The number of immigration and customs agents will go up by 800 a year over the same period. The Homeland Security Department is to implement biometrics screening for entering and leaving the country. It also calls for testing of advanced sensors, videos and unmanned aircraft to secure the northern border, and contains plans to survey the southwest border with unmanned aircraft.
