Critics say some enforcement powers in the intelligence legislation weaken civil liberties and privacy rights that already were undermined by the Patriot Act. Made up of private citizens, the Privacy and Civil Liberties board would be created to advise the president and government agencies on proposed regulations and policies. A central responsibility will be oversight of how information about individuals is shared within the community.
