A group called "Justice For All Alliance," which supports homicide victims, filed a brief saying the high court should allow states to decide the issue on a case-by-case basis. Six attorneys general (Alabama, Delaware, Oklahoma, Texas, Utah and Virginia) argued that there is no proof that 16- and 17-year-olds cannot have moral culpability for violent crimes. The brief gave several specific examples.
