To ensure the success of the global strategy, the report calls for the creation of a National Counterterrorism Center. This would build on and replace the existing Terrorist Threat Integration Center, created after the Sept. 11 attacks, and other "fusion centers." It would: "perform joint operational planning, assigning lead responsibilities to existing agencies and letting them direct actual execution of plans." The center would be part of the executive branch, headed by a Senate-confirmed individual who reports to a new National Intelligence Director.
