The global strategy first calls for attacking terrorists and their organizations, in part by reaching out to countries that can help. Pakistan, Afghanistan and Saudi Arabia are named. The second aspect of the plan targets the growth of Islamic terrorism. The goal is to "defend American ideals in the Islamic world," through efforts, "as strong as they were in combating closed societies during the Cold War." Rather than trying to cut off terrorists' financing, the intelligence community should be "following the money for intelligence." The third point of action is aimed at protection and preparation. This includes closer monitoring of terrorist travel, setting standards for screening and identification documents, and dealing with transportation sectors beyond aviation. It also calls for an incident command system, with standards for private-sector emergency plans.
